The cash strapped Marondera Municipality is losing $13 000 monthly in potential revenue as two of its biggest investments, Marondera Golf Club and the Farmers Hall have gone for seven years without the local authority realising a single cent from the properties.
This translates to $156 000 per year and $1 092 000 for the entire duration at current market rates.
In an interview, Councillor Mubaiwa Dzvuke who chairs the Finance Committee said as council, through his committee they are working round the clock to close such huge financial leakages.
He added that on average, the Farmers Hall should fetch about $5 000 a month whilst Marondera Golf Club can rake in $9 000 per month.
According to recent full council minutes, Marondera municipality’s audit manager, Mr. Jairos Harry expressed concern in one of the full council meetings that although Marondera Golf Club and the Farmers Hall were on lease, no lease rentals were being collected by the local authority since 2011.
The audit manager revealed that there is no lease document signed by either council or the occupants, making it difficult for Marondera Municipality to institute any legal proceedings against the occupants of the two valuable properties.
The minutes also noted that apart from meeting their rental obligations, the leasee of Marondera Golf Club was in arrears of $1 173.17 in water and other service charges as at October 30 last year.
Councillor Dominic Matangira weighed in saying four council sections which include Public Health, Licensing, Overdue and Estates offices are to blame for the anomaly as they failed to perform their duties.
The meeting however, resolved that the Estates department should ensure that there are binding lease agreements between council and the two occupants of the properties beginning January 2020.
Investigations by this writer revealed that Farmers Hall has since been turned into a church by Family Covenant Church.
The investigations also revealed that Marondera Municipality’s outgoing Town Clerk, Josiah Musuwo is a member of the same church.
