Marondera municipality councillors have clashed with council management over the elevation of unqualified staff to positions which are supposed to be held by skilled or semi-skilled workers.
There were accusations and counter-accusations between the Councillors and management over the issue with councillors demanding that the concerned workers be stripped of their roles.
Management however accused the same councillors of creating the mess by seconding these unqualified people to council for employment.
This is contained in the recent Full Council Meeting minutes.
According to the minutes, one of Marondera municipality councillors, Dominic Matangira expressed concern over the way management is handling the issue whereby some general hands are ending up acting in certain positions which are supposed to be held by qualified personnel.
How Does a Grade 1 Employee Act on a Grade 6 Position?
“Cllr Matangira asked how an employee in Grade 1 acts on a Grade 6 position”.
“Cllr Matangira said it was not palatable for a Grade 1 employee to act on Grade 6 position, adding that the error should be corrected with immediate effect,” noted the minutes.
The same Full Council minutes further states that Cllr Matangira also noted with concern a culture that has been developing over the years within Council whereby employees who will be serving in the workers committee are promoted without looking at their qualifications.
Cllr Size Vilela also accused the Marondera municipality Human Resources officer of allowing the situation to happen under his nose.
“Cllr S Vilela asked why Human Resources Officer allows an unprofessional person to act in a professional position”.
People Must act in Certain Positions for a Prescribed Period
Cllr George Mponda weighed in saying workers must not act in certain positions for an indefinite period, but for a specific period.
However, the Human Resources Officer identified as Ndoro hit back saying it is the same councillors who are to blame as they recommend such people to council for employment.
The revelations by the Human Resources Officer meanwhile, confirmed rumours that people are employed in council on political grounds.
Audit manager reveals the names of unqualified workers
The audit manager went on to reveal some of the unqualified employees and the positions they are occupying.
These are Lucia Wiro, a Grade 1 employee who is acting as a Clinic Clerk, a Grade 6 position although she does not have any qualification; Nhamo Bhobho, who is also a Grade 1 employee, but without any qualification and is acting as a Market Cashier which is a Grade 5 position and Lizzy Chinyahara, another Grade 1 employee. She has Six O’ Level passes.
The Staff and Services Committee recommended to Full Council that all employees in Grade 1 who were appointed to act in Grade 6 be reversed with immediate effect to avoid setting a wrong precedence.
When contacted for comment, Marondera Municipality Acting Town Clerk Rinashe Nyamuzihwa said the issue is not for public discussion, but they are going to sit as Works Committee to chat the way forward over the matter.
