Marondera Municipality has 5 committees consisting of elected councillors from the 12 wards in the town.
Each committee is chaired by a member who is elected by councillors with a member of the municipality’s management sitting in the committee that falls directly under their portfolios.
The Finance Committee is chaired by Councillor Mubaiwa Dzvuke, the Ward 8 councillor and Finance Director John Kachingwe sits in the committee.
The Staff and Services Committee is chaired by Ward 4 Councillor, Charles Ngwena with Chamber Secretary Rinashe Nyamuzihwa who is responsible for human resources affairs also sitting in the committee.
Councillor Misheck Manyere of Ward 5 chairs the Works Committee where the town chief engineer Christopher Chineka also sits as a member.
The Housing Committee is chaired by Councillor Size Vilela of Ward 11 with Justine Chivavaye who is the Director of Housing and Community Services also sitting in as member.
The Audit Committee is chaired by Ward 6 Councillor, Cllr Wonder Siliya. Jairos Harry, the municipal auditor sits in this committee representing management.
The Mayor Councillor Chengetai Marowa does not sit in any of these committees as he chairs the Full Council meetings held every month end.
According to Cllr Marowa each committee sits at the beginning of every month and deliberates issues related to their respective portfolios before taking their resolutions to the Full Council meetings where they are further deliberated.
“The Full Council meeting where anyone including members of the media are allowed to attend further deliberate over the issues. It’s either their proposals are accepted or thrown away by the Full Council meeting.
All councillors and senior council managers are to attend Full Council meetings.
The date for the Full Council meetings are arranged by Chamber Secretary who then communicates with relevant stakeholders such as Councillors, residents representative bodies, representatives of business organisations, the media among others.
Special Full Council meetings, said Cllr Murowa, are convened when an emergency matter arises that needs to be deliberated on.
Members of the public including the media do not attend Special Full Council meetings.
“When former President Robert Mugabe died, this was an emergency and a Special Full Council meeting was convened to deliberate over the issue which we felt was of national importance,” said Cllr Murowa.
