Marondera Mayor Simbarashe Nyahuye says council is not entitled to give residents association leaders allowances.
Nyahuye said they attend meetings voluntarily.
The residents leaders recently walked out of a planning workshop in Macheke demanding transport allowances and per diems.
However, Nyahuye told Open Council Marondera the residents leaders can only get allowances after government approval.
“We had a strategic planning meeting hence we invited residents association representatives to be part of it.
“They walked out of the meeting in protests over allowances.
“We were clear on the issue that council cannot give them allowances without government approval.
“In Macheke we had to call officials from the Local Government Ministry, consulting on the issue.
Nyahuye added that, “the answer was that council has to get a nod from the parent ministry.,” he said.
More than seven residents association leaders had been invited for the five day meeting.
The representatives demanded transport allowances as they were travelling to Macheke on a daily basis.
They also accused the local authority of holding meetings outside Marondera describing the move as expensive.
