Former Marondera Mayor Chengetai Murowa has accused ZANU PF of playing politics with devolution.
Murowa says the ruling party has not relinquished control and continues puling strings from Harare.
“This devolution is being implemented wrongly.
“As I understand devolution, we must run our affairs as a local authority, as Marondera and as Mash East.
Using his recalling as an example, Murowa said citizens still had no power.
“How can July Moyo write a letter to recall me when he is in Harare and the people who voted still want me?
“This devolution is not being implemented honestly, it’s being implemented politically.
Murowa added that proper devolution could only happen if Nelson Chamisa takes over.
“This will only happen if we have a new government.
“As long as we have ZANU PF in power it won’t work.
“We removed Mugabe thinking by bringing Mnangagwa it would work.
“It has not because he is worse than Mugabe.
“We need a government that respects the people, the constitution and the people who vote.
“People elected their leaders and someone just recalled them, that is undermining democracy,” said the former Mayor.
Clr Marowa was recalled together with Size Vilela (Ward 11), Charles Ngwena (Ward 4), Wonder Siriya (Ward 6) and Misheck Manyere (Ward 5).
